Only 4 teams can qualify from England and Europa winners have priority over league position so if Man U win Europa and finish 5th or lower, then 4th place in the league gets into the Europa and not the Champions League

If West Ham win that would add another Europa spot for English clubs rather than take a position from the league as would happen by Man Utd winning the Europa

5 is the maximum. Only way 4th can miss out is if English teams win both CL and EL but both finish outside the top 4. Which could technically happen this year but it’s unlikely as Chelsea would have to win CL and Man U would have to drop out of the top 4 and win EL
