Ignore the idiot commentators, VAR 100% absolutely can review a potential foul and denial of a goalscoring opportunity (DOGSO) cause it's a red card incident if given. If the ref misses it, they review under "missed incident", if the ref says no foul (as he did) they review under "clear and obvious error". Which to be fair, whilst it was a foul you can see the argument that it wasn't a clear and obvious error.

The Fabinho foul though...................i'm not sure even Dermot Gallagher will defend that one, absolute blatantly endangering the safety of an opponent by going studs first into someones achilles. The decision shouldn't be based on players reaction but in this case Fabinhos face said it all.
