Considering their pull and money, they have failed heavily with regards to transfers. They should have a team capable of winning all.

The whole thing is an exercise in downgrading. Foden as good a prospect as he might be is a downgrade. Ake is a downgrade. Garcia is. They've gotten steadily worse and basically got away with it because of De Bruyne, Sterling and Aguero (who can't stay fit now).
