The latter is defo true to an extent.

It's hard to say with Frank, though. At Brentford, everything was set up to just let him thrive in his job, so maybe there's an argument Brentford was just a good fit for him. On the other hand, he's a pragmatic manager, so it's very possible he just isn't suited to Spurs. Tbh, Evertonians would take to him more.
