You pollute it, we (at least in Arizona) waste it on trying to maintain a green lawn in a 'kin desert (wouldn't have it myself if not for her)...as a former Sr. Water Conservation Specialist, nothing surprises me with the f'ery that goes on; seen it all, from the public to corporate sectors. The amount of people that don't understand the water cycle and the fact we live in/on a planet-sized, closed terrarium and how it affects them now and their children's future is irritating.
It is illegal to grow alfalfa in Saudi Arabia because of the amount of water it takes. They grow it in Arizona and ship it back home to feed their livestock. Someone, somewhere is getting a backhander for this.
