I think this may be the correct answer.

Too little too late.

Don't get me wrong, I still think Everton kick on pretty well from here, but it will be less dramatic an improvement than if Mosh had magically walked in the door circa 2007 with the Arteta/Cahill/Lescott/Johnson/Howard/Jagielka core and no FFP rules.
