You can look to Japan for a country where all of those things are true but they don't have much immigration (for various reasons), and their population has been in decline for around 15 years, such that they have around 4 million fewer people than they did at their peak in 2009, with around 30% of what is left currently in retirement.
- Migrants pay more in tax than they consume in public resources
- The birth rate across the western world is low, and typically below the replacement rate, so the "native workforce" is declining (and I guarantee that if the birth rate was 3x what it is, we wouldn't be sat here having a conversation about the country not having the infrastructure to support all the new humans being born)
- As you know from France, raising the retirement age so people work longer in keeping with rising life expectancy is generally unpopular
