United have been biggest club in England for a very long time, even when they were crap, they got bigger attendances than RS. They had consistent success from 90s to 13 and built an a even bigger support. Arsenal went downhill from when Bergkamp and Ashley Cole left, they had years of failure. Even recently they haven't done much. RS were pretty average, until 2018, in premier league years. Without legions of Scandanavians and Irish coming over for cheap ale and to watch match, would they fill their ground? Their attendances dropped by 10 000 under Hodgson.
