If they aren't getting suitably paid, they will seek other jobs to make up the gap and the last thing you want is a fireman who's half a sleep from taxing or some such.

Freelancers by definition are not restricted to work with one organisation. Zero hour contracts with exclusivity restrict employment elsewhere but do not guarantee employment with the "employer". Do you not see the difference?
