The Germans do something similar to this, not including nearly as many clubs though. 3rd from the bottom in the Bundesliga plays 3rd from the top in 2. Bundesliga.
let the bottom 2 drop from the prem, top 2 from the championship go up. still have the play offs, winner has to play 3rd from bottom in the premier league, if they beat them, they are good enough to go up.
