Right, but he can own whoever he wants in top of PSG so long as their not in the French league.

I do believe in some cases, I havent got specifics right now, but if these individuals are from the same state and using state money it effectively comes from the same pot.

Quick Google shows PSG is owned by Qatar Sports Investments. That's basically a company formed for the Ruler of Qatar to buy them.

Malaga is owned by his first cousin, who as well as state money has his businesses to dip in and out of. It looks like Malaga is his own hobby as opposed to a state backed venture.

It really wouldn't surprise me, a last desperate attempt to send an SOS for a rich benefactor to swoop in with a bid and save him.
