There was an interesting observation in the Telegraph about all things Rom, which sort of made sense. The tenor was stop Rom, you stop Everton.
Then went on to say, para phrase, "Imagine Koeman using £80m to make Everton a multi pronged attacking force"

All these shouts for seemingly decent players, I'm personally still really unsure of the level of player we could attract.

You never know what might happen but I wouldn't rule out Koulibaly completely. We wanted him before and he'll know that and the only other club that wanted him when we did last summer, Chelsea, seem to if turned their attentions to other players, most notably van Dijk!
But I'm not too worried about us bringing in a CB or 2, there's plenty of quality out there to choose from, from the likes Keane, Maguire, Gibson, van Dijk, Koulibaly, Acerbi, Manolas, Rudiger, de Vrij, Davinson Sanchez, Veltman, Rubén Semedo, Nastasic, Tah, Bruma, Vestergaard, Laporte, Lemos, Gimenez, INIGO MARTINEZ Kara Mbodj, Engles, Kjaer, Musacchio to name a few....

We've set the bar at Schneiderlin recently, and last time we where in Europe we could attract the likes of Barry (veteran top class players) and Lukaku and Deulofue (very highly touted young players)
Sigurdsson types would equate to similar to Schneiderlin type signings
Rooney = Barry type
Tielemans, Dolberg would be in that Lukaku/Deulofeu category when we got them to sign permanently
The likes of Jagielka, Lescott and a few others would be around the Gibson/Keane level
So basically we 'can' attract a good level and have done over the last 10 years, what we need to do is attract 7-8 of that level in one summer though.
The likes of Mertens, VVD, Koulibaly would be beyond anything we've previously managed though
We are still getting put in the same category as WHU and Brighton(WTF), we are never going to get any recognition of taking the next step until we make some kind of statement signing.
Big season next year to see if we truly are progressing.
