Interesting intrview on skysports with the ex sporting director at ManCity. He said every manager / coach is screaming that they want their full wishlist onboard withing a week of the window opening. But a sporting directors primary role is tonget the pakyer at the best possible price. he said the clubs who get the players early pay a massive premium for them!

Glad you saw that. Gave me something to think about

Presumably City have enough FFP wiggle room that they can afford to get the players in early and pay a premium for it

Also explains why we'd be happy to do a deal for Sandro so early in the window as his price now will be the same as if we waited until right at the end of it
