Stoppage time

ball doesnt go out as play as much in rugby

i think in football the game is in play for 55 mins on average

so we’re looking at an extra 35 mins of game time

which no one wants

you would then need more subs or whatever as the players are suddenly going to playing substantially more football than they usually do

if op is hinting that the additional time favours the big clubs currently, then 35 mins of extra game time massively will

i think what they could is the additional time could have stoppage, so if ball is out of play you pause it then, to make up that full 6 mins or whatever

time wasting could also get more severe punishments if that is what we’re looking to stamp out. for example if you time waste on a goal kick it beckmes a corner, if its a throw in it becomes a throw to opposition etc
Its not about how much the ball is out of play for in rugby. The clock keeps ticking until the ref decides that there`s a good reason to stop the game for a TMO or for a player to get treatment or if he wants to have a word with the players over something. It takes the lottery out of how much time is to be played as instead of the ref pulling a random amount of time out of nowhere the stadium clock is showing everyone how much time there is left.

….should do like they do in Rugby, stop the clock when a trainer comes on & when a substitution is made. Take the responsibility away from the ref & a hooter blows at 90mins.

Clear to everybody then.
even better, dont stop the clock when a player goes down but dontstop play either. That will see an end to a lot of the play acting that is used to break up playing a team's momentum

….obviously it doesn’t stop every time the ball goes out of play, just when a trainer comes on, a substitute is made and VAR is considering a decision.

Not complicated.
What do you do about timewasting on throw ins, free kicks, goal kicks etc?

In rugby there are specific times it's stopped and others it's not. We are led to believe it is the same for football(injuries, subs, celebrations etc)
Not too difficult to show their workings out like all 6yr olds are taught to do. Instead of raising his arm, pointing at his watch which might make sense for a Sunday league without resources, it is easy to dictate that the stadium clock be stopped.

But like everything else, (clear and obvious this, onfield decision that) they won't give up their power

….apparently there’s a rule that a corner kick can be awarded if a keeper is blatantly wasting time. I’m sure throw-ins and free kicks can be reversed.
I saw Clattenburg talking about this as a rule change he'd like to see. If a player is taking time and moving up the line when taking a throw in, the ref has the power to just give the throw in to the opposition instead.

Unfortunately it's power-tripping refs like him who would love that the most.
