Not much quoted on this in the article as its about City putting in a final 20 million bid in for lescott, but near the end of the article it mentions that were assessing a move for him, whatever that means.

City have failed with bids of £15 million and £19 million for the former Wolves centre-half and the Eastlands club have set a £20 million limit on their valuation of him.
But despite Moyes's insistence that Lescott will not be sold, Hughes is preparing to make one last attempt to complete a deal.
Hughes said: "We are still trying to speak to the people who will ultimately decide whether a deal goes ahead or not.
"If they [Everton] don't want to do a deal, then they are well within their rights and we would have to respect that.
"We are looking to strengthen the defensive options that we have. We've done that with Kolo Toure and we're pleased he's here, but I have stated we want further strengthening to take place. If not, then we will go with what we've got."
