My assumptions on having no striker after the transfer window is based upon us not having a striker after the transfer window.
My other assumption was that Walsh as DoF or 'top scout' is paid to get players in. We are missing a striker and left sided defender. My assumption is that this was blatantly obvious back in June and assume it was his job to find them.

He found five at least. Bill didn't secure them.

So the BK not wanting to spend the money story isn't true? For all we know, Walsh picked out the players and the board did the negotiations and failed. Is Gylfi taking forever Walsh's fault?
 
The impression I got was that Walsh would identify and buy targets for the future and Koeman would be in charge of transfers for immediate first teamers as every manager is fully aware longevity at one club no longer exists.
You aren't the only one to suggest this, but how would that work exactly? Isn't the more likely scenario that Walsh is head of all football including identifying and scouting talent and that Koeman simply manages? Sure, Koeman suggests what he thinks he needs, but his job is tactics, managing his players, and winning games.

I hate to keep saying this, but this is the common structure in every American sport. Reason being is that it would be impossible to much outside of coach the team. That's EASILY a full time job.

I agree and have argued the case for this, but it's fairly clear that Stekelenberg and Martina are both Koeman signings (which doesn't really say much for him).
 

Questions have to be asked of all English clubs when Sevilla can knock the ball around and make English teams like us (and the RS) look utterly clueless when their entire squad cost less than Gylfi Sigurdsson.

You could have bought Sevilla for the money we've spent in 2 transfer windows.
