In his defence, I suppose that if the purpose of the role is to ensure continuity of ethos through recruitment of both players and backroom staff, it doesn't help that the club has no ethos for him to work towards.

I would have thought overall transfer policy, the development of the squad and the integration of U23 players, the overall balance of the playing staff, technical staff, coaching..if that's so, isn't he also to blame?

Having seen Belfodil play a few times this season for Bremen, I can confirm he's pretty rubbish He hasn't made the adjustment to the step up in standard at all at this point, and looks out of his depth.
