That's the established definition of a DOF, if you do not believe that that's up to you, think he washes the boots if you want, however the definition is a fact nothing more nothing less
It's the definition of one persons role, not the ibso facto definition of what every DOF does, so it's not a fact other than the person it's related to. I can tell you we've have several DOF's and each of them brought different things to the table and their roles differed depending on experience. Some were in control of contracts and bids, others had someone doing that side of it for them. It entirely depends on what you want from them.
You need to ask yourself if it would make sense to lumber him with that side of it when a) he has no experience of it and b) it could detract from the very reason you wanted him in the first place, his scouting and team building. Why on earth would you do that?
Sure he'd have input onto that side of it, advising on what players are worth and having a general overview of things. But it would be ludicrous to have him doing the nitty gritty day to day stuff of handling contracts and bids and negotiating with agents and other teams.
