Just dont know how this would work? play a season with onlt two sides of a ground. an then want to spend 40m in the summer. Can we afford this??

First step would be a double tiered Park End with better corporate provision. This would raise capacity to approx 45k.
There is always the facility to have a hotel with conference facilities backing off the Park End (with perhaps a Football Museum on the Ground Floor containing the France collection, overlooking the birthplace of football in the City) The 1878 Hotel, has a nice ring to it.
There have been numerous studies as to how the impact of the construction works could be mitigated.. coordination with the FA over the scheduling of home games being one option that has succeeded for others in the past... the last case study is, I think, still in the Stadium section on Toffeeweb.
The Key is to Stage the works so that they become mainly self funding. Bullens would follow next, then the street end and a finally the reprofiled Main Stand. It would take considerably longer than Kirkby, but would be a far more sustainable prospect financially exposing us to far less debt and risk.
We also know that the transport infrastructure is up to the job, and that the fanbase is united over the location.
One benefit of not being an enabler for someone else's Project (essentially what we were in Kirkby) is that we can actually take our time to design a Stadium that is identifiably the home of EFC.
