...just seems a bit unjust, the forward goes around the keeper, has an open goal and gets brought down. A certain goal turns into a penalty.

In rugby a penalty goal would be awarded in such circumstances.

Ice hockey too, sort of. If the goalie has been pulled for another attacker and you take a penalty that would normally lead to a penalty shot, the goal is given.
