TBF, Clatts messed up the FA a bit - he was put forward in 2016 for the long list, then chose to move to work in SA - the FA asked to replace him, but FIFA said no. I'm not sure of the politics or processes behind that denial, but it did mean that England is without a referee representative for the first time since 1938.
