I would say at the elite clubs of this league - I'm talking 3 maybe 4 in reality, of which Spurs are one - few players in the MF and attack are guaranteed starts week in week out.
This lot would be:
Kane, Eriksen, Wanyama
Costa, Hazard, Kante
De Bruyne, Silva, Aguero
(United - literally no one is guaranteed starting every game)
That's the reality of the situation for RB. He'd be in that very talented group of players slotting in around that lot at whatever elite club in this country he was at.
Most players would jump at the chance. They wouldn't see getting 20-25 league games a season with them as a worse fate than signing on the dotted line with basket case clubs like WHU or Newcastle.
