I've just re-read this and Ross is explicit here in stating no medical took place, not that no deal was agreed. So, i suspect Everton & Chelsea agreed a deal, and Ross swerved it in favour of a bigger deal for his agent maybe.

Barkley wouldn’t of wrote this and I wouldn’t believe a word his agent says.

But medical or not, as you suspect, I agree they swerved it for more money in 6 months time. Agent probably told him pretend you’re injured to not risk it.
