Apparently he can be arrested, charged, tried and convicted for the crime in Brazil even though it took place in another country.
As per their laws to prevent extradition they have a law allowing for a foreign government to request that a Brazilian citizen be tried for a crime they have been convicted of in another country if that crime is also a crime in Brazil, which obviously this is. The foreign government just has to provide their case files to the Brazillian legal agencies who determine whether they think they can secure the conviction.
