In firearms training you are advised to aim for the body's central mass so I would expect most shots to be aimed there. Police firearms rules are in the public domain, give them a quick read and come back to me with proof this is an unlawful killing. Then contact the papers because boy oh boy, you gotta scoop on your hands.
