I've seen it mentioned in a few articles, including the one below although I've never looked up the precise rules.

It does make sense because you could basically circumvent the entire window if a club could just release a player any time and have them sign right away for another club.

Any free agent signing can’t be registered until the next registration window ie. January . Premier league squads have been confirmed the squad lodgement date is usually 2 weeks after the transfer window closes.
