It is done. The broadcast money from abroad will be given out on a meritocracy, as it does with the home rights money.
 

You'd be surprised how popular that would be. They do it in Belgium. Top six play each other umpteen times, very full stadiums etc.. . Very good for the bigger clubs; the other teams play a sort of pre-season friendlies for a significant part of the season and struggle with filling their stadium.

The Belgian system has received good reviews- and tbh it makes the competition more exciting, the biggest issue seems to be the /2 of the point totals (is perceived a bit unfair from time to time) before POI and the uselessness of the PO2 games for a lot of teams. They are attempting to fix that. The Dutch want to do something similar if I remember correctly.
 

I'd cut the 6 away and let them create their own league. Promote the top six from the championship and rename all leagues back to Division 1, 2, 3, 4.

Leave the money grabbers to play each other over and over.
