Personally I think he’s Spurs bound so we might as well. Hardly a world beater either. If he comes back cap in hand, who knows?
If Southampton accept the bid he will no doubt speak to us, see what we offer, then I'm sure his agent will ring Spurs and ask them if they are still interested or he likes what we say and signs.
I suppose waiting for players to come crawling back cap in hand works for some clubs.

If he doesn’t get his Spurs move and nobody else offers anything - it’s possible. We’ve been burned before in these sort of situations though so I’d hate to see us wasting time waiting for him.
