Yep pretty much, rather than just continually telling them to hurry up and then occasionally booking them as happens now the referee will do a 5 second countdown where they have to take it. It’s unlikely to have much impact I wouldn’t have thought, but may slightly cut down on seriously excessive time wasting.
 
It's a case of let Arsenal get away with murder all season, let them win the league and then punish everyone else for them taking things to extremes.

Yep....as soon as anyone does it to Arsenal, Arteta and any Arsenal pundit or journo is raging, bouncing and complaining to FA, Prem and anyone who will listen.

Games a joke.
 
They'll just find another way to waste time, as someone above said if it is 5 seconds to take the throw-in (presumably from when you pick the ball up) they will just take longer to get the ball, go to a cone further away to get one etc.

And it will be applied for the first couple of weeks and then slowly disappear as most of these rules do, with only an occasional decision against a 'safe' team later in the season (e.g. an Everton, Fulham, Crystal Palace etc.).
 
Ball goes out for a throwing, the nearest player for the team that the throwing is awarded to has to take it. Anyone else touching it = automtic booking. If you're not sure - don't touch it. Enforce that rule and, after a few weeks whibging, it will cut down on time wasting. Do the same with free kicks. No opposition player is allowed to move nearer to the ball once the free kick is awarded and they have 3 seconds to get 10 yards away. Don't do it - automtic booking. Yes, i know it will punish some genuinely injured players but the effers have brought it on themselves!
 
A bit of stuff from IFAB as an alternative to the FaceBook Uncle style presentation.....

If the referee considers that a throw-in or goal kick is taking too long or being deliberately delayed, a five-second visual countdown will be initiated. If the ball is not in play at the end of the countdown, the throw-in will be awarded to the opposing team while a delayed goal kick will result in a corner kick being awarded to the opponents.

So you can see there's a little scope for referees to give players a reasonable amount of time within the context of positioning rather than the sensationalist "OMG 5 SECS!!!" from the ball going out gobshitery bedwetting that we'll inevitably see from people who don't understand how rules work and will then confuse their own bias and ignorance for refereeing incompetence. This applies to pundits who 'know football' as well as fans.

To further streamline match flow, substituted players must leave the field of play within ten seconds of the substitution board being displayed or, where there is no substitution board, of the referee’s signal. Should the player fail to leave within this time, they must still exit the field but the substitute will not be permitted to enter until the first stoppage after one minute (running clock) has elapsed following the restart.

Leaving the field doesn't necessarily mean leaving by the dugouts. I can't think of a place on the pitch where a professional athlete is more than a sedate 10 second jog from a touchline. Pretty sure I read somewhere that this won't be enforced against players leaving through injury but I can't be arsed digging around. Though it wouldn't surprise me if IFAB completely overlooked that aspect in their quest to micromanage refereeing of games.

Entirely sensible. Far too many players enforcing tactical breaks through fake injury.

Personally I don't see what all the fuss is about. Are people really enjoying these games with 100+ minutes on the clock?
 
Hate this, wasting time is and always hes been a way of leveling the game...taking advantage away from those ALLOWED to spend more.

Another example of just letting them have the game they want.

I genuinely despise time wasting in the truest sense of the word. Some of this that will be punished though used to be called managing the game.

Teams that can't spend money have to push everything they have with the players on the pitch, bringing on subs to cope when possible. Other teams can simply bring on £2-300m of players and replace 50% of their outfield players if they have a slight dip after 60 minutes.
