There's different territories on the moon. Armstrong's Apollo 11 mission landed on the Sea of Tranquility, for example. The Moon Treaty sort of denies the right of any one country to own it, but the US and Russia refuse to sign it. That's my understanding.

n state can claim sovereignty over any territory on the moon or any other celistial body in our solar system.

Today's Ares 1-X launch cancelled by NASA because of 20 mph winds at the launch site. It's an unmanned flight, FFS. Just go for it. this is the agency that let a space shuttle off the pad with popsicles streaming down its solid rocket boosters.
