I actually think if Howe keeps Bournemouth up and gets head hunted next season, Moyes might get himself back in the PL with them. He has to be realistic and see that, or a good Championship club, as his way back. And Distin and Gosling already there for him!

Don't think you can criticise moyes or Martinez in the transfer market. Certainly moyes never had the money to spend that Martinez has, but he did spend big on the yak and Johnson. Lukaku looks a snip at 28m now. As to whether both got the best out of their teams is open to debate.
