OTOH I remember being in Oxford St. a few years ago; there was some kind of protest march on and I remember feeling vaguely queasy at the two uniformed coppers just standing there with a camcorder (told you it was a few years ago) videoing everyone as they went past.

London does, yes.

UK overall way behind, China, Russia, US etc. Overall I fall just into the ' if you're not doing anything wrong, why worry ?' school of thought.

Things that prevent the odd idiot shouting something obnoxious or causing trouble ( or turning up!) probably worth it.
