Even as it starts to feel necessary I can't quite place it in the happy column. Cabinet reshuffles and leadership challenges have become so common they get brought up like its a simple construct. It wreaks absolute havoc on public institutions such as the NHS as proposals have to be reapplied, strategies rewritten and pretty much the basics of the department re-educated to the person now in charge for a year or so who has no background in them. Those few years of tory PM's getting changed ad hoc was devastating for any hope of progress and I'm quite fearful of that being common place regardless of the party in power.
