Not sure how common these systems are around the world but here in Sydney they have come in the last 3-4 years. I am talking about large multi storey car parks in big shopping centers. It can be a nightmare to find a spot and avoid car park rage! The new system, if operating properly, is quite good. As you go up each level an electronic sign shows if/how many spots are free so you can go to the next level. On each level there is usually an indicator for each row to show free spots. Saves time and hassle.
