Sorry to laugh. I would lay a wet dishcloth or towel over it and leave it for an hour or so. Allow the mess to soak up and soften a bit. Then it might come off if gently rubbed.We got a new cooker soft rs me mistakenly put it on,there was a microfibre cloth on it stuck to the hot plate

That doesn't look too bad. Keep it moist though. If you're scraping off the substance make sure you're using a wooden or plastic edge - not metal.
