I think yes but that doesn't matter because again the point of this entire sport is to score without using your arms. You can't make exceptions for scoring. Off of the arm no goal period. I think that they're actually changing the rule to that soon but I don't know why it hasn't always been that way.

Nothing to do with top 6, any match with a Premier League team at home has VAR. Not that you need fancy ultra-sophisticated replays to see the ball bounce off the man’s arm and into the net.
