Hmmmm, I'm trying to make an educated guess. Once spent a week near the Mosel and found most people there surprisingly friendly. Similar in Köln. We are visiting Hamburg in a couple of weeks because my wife's German family (who live in Hesse) have often told us that it's also another friendly area. I'd go with one of those?
Come to Berlin if you want friendliness. You won't come again.

Europeans in general are cosmopolitan...The majority of Brits not so much.

With us being an Island nation full of weirdos we tend to look inwards and have a pretty narrow view of things.
