Wages the reason we didn't sign Holtby?

Just wondering (after seeing Spurs pick him up for £1.5 mill) if the reason we didn't sign Holtby was down to his wage demands or maybe that he just didn't really want to join us?
Apparently we were interested in him, he has a "tenuous" link to us, so people put 2+2 together, plus we have just shelled out £7-8 million on Fer (installments used probably) which raises the question - why didn't we offer say, £3-4 million to get Holtby?
I'm not saying he is better than Fer, just that he has only cost Spurs approx £1.5 million which is something even we could actually have gazumped!
Just seems strange how cheap they got him and those are the only reasons I can think of why he didn't come to us.

I've read he is getting a signing on fee of several million.

If we weren't interested, then that is why, but he is a decent player and for £1.5 million surely Moyes would be.
And if we were, why not go in for him?

He would have been perfect midfield cover, and a blue already! Yet he signs for Tottenham. Wasn't Moyes interested or even aware of him? Should he employ this forum as chief scout?
