I was told that is a gif gets removed from the web by someone, then all postings of it anywhere else go as well.

This is true. Any pic or gif or video we link is dependent on the site-owner of the host first allowing the external free linkage, and secondly on it still existing on their server. The linking we do here is not a copy of the thing, it's a link to it.
Only the "upload a file" option can guarantee we keep the image on here, for the original file is loaded on to the GOT server. This is where things like upload-limits come into question.
