Zouma is a weird one because he's always been quite decent for Chelsea but never truly broke through so I'm not if he's on the chopping block as a permanent deal.

Heres my guess: all of the paperwork was done, but it was ratified contingent to a medical, and he is completing that today as he didnt do it yesterday. So if the medical came back with issues it could fall through, thats why it isnt done.

League decides if it's official not the teams. Could violate a rule or not be ratified. They decided to wait till today to notify teams if accepted. If team says it's done and league says no then they look foolish.
