Perhaps, yeah.

Zouma is a weird one because he's always been quite decent for Chelsea but never truly broke through so I'm not if he's on the chopping block as a permanent deal.
If we're being truly realistic, there's currently a difference between being seen as ready and a success at Chelsea, and perhaps here or at Stoke for example.

Look at Victor Moses and how many years it took him to eventually cement his position at Chelsea, and we're not sure where his future lies now Conte has gone.

Zomua got game time when José was the manager but with departure and his injury, then his game time dwindled; it doesn't mean he won't be a success for us!

League decides if it's official not the teams. Could violate a rule or not be ratified. They decided to wait till today to notify teams if accepted. If team says it's done and league says no then they look foolish.

Also I heard him saying "we sold Funes Mori and sent out Ashley Williams on loan, now we signed Mina and brought in Zouma on loan." Sounds done and dusted to me.

He literally said 'it is close but not official'

Thats all I know really, I dont know the who, the why or the what.
