Seems to be creating roles to act as a buffer or excuse to hide behind, "no that wasn't my fault that was the Head of Performance Snacks that decided to feed them all 10 deep fried Mars bars a day".

What is he doing if all these people are making the decisions? I'm sorry but there can't be THAT much to do on a day to day basis that it needs to get spread so thinly.
