Over the summer Everton employed a new Chief Executive of Pens (not stationery, not writing equipment, just pens).
To save money our new CEO of Pens (Graeme) signed us up to a deal with 8ic (a subsidiary of Bic that sells factory seconds). Unfortunately all but one of the pens arrived completely dried up. The one workable pen gave out after Allan put pen to paper.
Now we've had to order the more expensive Parker pens and are awaiting on shipment. With the added expense we're probably not going to be able to buy any further pens for another 3 years - we've had to borrow from the staples budget.
So there you go, that's why the signing isn't official yet. Nothing sinister just another occasion when we don't get the Pen we should have.
