However, American police have guns and their training is basically watching box sets of Beverly Hills Cop and Lethal Weapon so we really need England to win this one

Yes, if one of them finishes 1st and the other finishes 3rd in their groups they could possibly meet in the round of 32

Or

If they both win their groups and both win their round of 32 they are bracketed to face each other directly in the Round of 16
