Not sure, he was talking himself up (what a novelty) on 'hair force one' a day or two ago, and was waffling about how he'd ended 8 wars (no notion about what u.s. prints were on the starts & supports of them) so he's going all out for a charm offensive re legacy of peace. Sending the navy and the troops with aid also gets his tiff with Canada and sanctions out of the headlines...
