Aye - its from the scaffold as far as I can find out, but can't find a name. Wondering if its an older song or folk song.
Found this - The two most famous stand atop the clock towers of the Royal Liver Building at Liverpool's Pier Head, overlooking the Mersey. Their names are Bertie and Bella. The male, Bertie looks over the city and the female, Bella looks to the sea.
They are scared of flares lol
The words that were used on the TV programme went something like

What's got four legs, walks peculiar
Talks with all the choicest words
What's got four arms, loves to grab you
Answer is two Liver Birds

If you're standing on the corner
All alone and feeling low
Liver Birds'll come and grab you
Singing ee i ad ee o

I think they were sung by the Scaffold (Lily the Pink & Thank u very much)

Based on the song:
On a mountain stands a lady
Where it is I do not know (or Who she is I do not know)
All she wants is gold and silver
All she wants is a nice young man.

That was a great story of the Everton village, I lived in Shaw Street for a few years and it showed some of the big houses owned by merchants, facing Shaw St. Park, walking along there it always amused me because one of those houses was a doss house, used by those who had fell on hard times, down and outs, it was an absolute dump,further along the street was The Spanish Embassy and you would see rolls royces pulling up and ladies getting out in the finest gowns with their escorts in evening suits and fancy military uniforms, tramps at one part of the street and life’s finest a few yards away, this was in the early 1960’s, these houses are still there, they are listed buildings.
 
I grew up not far from the Water Tower, it is one of my abiding childhood memories. Loved the old water fountain too, they seemed to be all over the place when I was little. It is interesting to see how closely the football club is entwined with local history. We have a strong local identity which is more than you can say for the RS, and probably reflected in their attempts to usurp the City's livery.
 
I saw the very end of this when I was a kid. When I was off school sick and I've always wanted to watch the full program. I tried to find it myself but to no avail. Thank you so much for posting.
