You can still buy anyone you want regardless of a work permit, as I believe that is just in regards to right to reside in the country.
So he can't play here, but he can still be under contract. Similar to how you can outsource working contracts to India as a business etc.

Anyway - don't know enough about him to venture an opinion, but I will say that signing a player for £8m and loaning him straight out is a small reflection of the transformation at the club over the last 18 months - there is no way this would have been possible two years ago. It is great to see. This is the kind of deal that Chelsea and Man City do all the time
