UEFA do not allow such agreements to my knowledge. I recall Chelsea having one in Courtois' contract yet when they played Atletico in the Champions League UEFA told the chavs to do one, and Courtois proceeded to play a blinder and help dump them out.

Yes, I think you are correct, the parent club rule is a Prem Only thing, not sure any other league or comp has it.

I must offer @mccole my apologies for doubting. If Onyekuru flew in on EasyJet, I like him even more.

...apparently Koeman and the players use private jets at £10k for return trips to Northern Europe. I suppose that's a drop in the ocean for those lads. I dare say the club use the same facility.
