I hope so, I don't know the criteria for the permits but I'm pretty sure there's a grey area where it comes down to the panels judgement on the status of the player.

It's really annoying as 'elite' clubs seem to always get the benefit of the doubt on a player for a work permit while everyone else just seems to get the permit rejected unless they meet the full criteria.
