I really don't understand what those three in the VAR box do. Why can't they tell the ref in that situation that it's a clear non penalty and he needs to overturn his decision.

If its not a unanimous decision from all three, they can then get the ref to come over and have a look.

What do they do? Between the three of them decide whether they think the ref needs to have a second look?
