I mean the same thing could happen in regular time - goal in 86th min, 1 min celebrations, still no added time and whistle at 90.

I don't think anyone really knows but i've always believed that time taken to celebrate a goal is considered a regular part of the game, same as time taken for a throw in or a free kick when the game is technically stopped.

Added time doesn't get added on for them unless it's excessive. Is a minute excessive? I guess that's down to the ref.
